If you using windows platform also can use the same method to restore your device and keep the iOS. for example for some reason you need bypass icloud on iOS13.7 and apple just stop signing iOS13 if you restore you will not be able to restore iOS13 anymore. the only way to restore its update to iOS14, for the moment there is no bypass for iOS14 so you need to keep iOS13.

Considerations: Be 100% sure that you want or need to erase your iphone because you will delete all data. Also if your device is passcode lock, disable or even open menu but with original data inside you can turn OFF iCloud permanent, and then you can restore without any problems.
